| Background |
Aryana Institute for Regional Research and Advocacy (AIRRA) was formally launched on May 3rd 2008 as a think-tank by a group of academics, activists and media persons (see minutes of the first meeting on http://www.airra.org/meeting/meeting1.htm ) after detailed discussions for more than one year among the members and friends around the world. AIRRA has been working as a virtual and vibrant organization during this period. The Islamabad office of AIRRA was formally launched on Dec 21 2008 while Peshawar office was inaugurated on March 30, 2009. The theoretical basis for the organization goes like this. |
As there are diverse issues and diverse perspectives of opinion makers (and of people around the globe) on the issues related to the people of FATA, Khyber Pakhtunkhwa, and Northern Baluchistan, we would like to go with the multiplicity of theoretical frameworks which means that no single theory, ideology or dogma will be owned by the thin-tank. The only criteria are moderate rational thinking, scientific approach and objective methods. As the land and people are in world focus, we need to create more spaces for different stake holders while articulating the perceptions of the people of all the ethnic, linguistic, cultural and socio-political groups that inhabit in FATA, Khyber Pakhtunkhwaand Northern Baluchistan between South & Central Asia. Each society has its own needs. They only need to be spotted accurately within the existing context. Therefore we have sufficient ground to exist as we have loads of needs. But such Needs are required to be defined and described (through research work) so that we have reasons to address them. |
The founding members of AIRRA here assign this role to themselves not primarily representing a section of the population but because they would like to ‘try to associate themselves (theoretically speaking) with popular organizations and help the general population itself become organized. This should lead us to conclude that by all means we would like to avoid the fallacy of ‘beating the people with the people’s stick’. The Think Tank would collectively make all efforts to avoid the pitfall of vying for any kind of political power.
We strongly support the role of individuals and organizations in presenting solutions and directing the dynamics of change towards empowerment and prosperity of the people at large. |

Vision |
AIRRA is a non-profit organization which has been envisioned to remain independent, both ideologically and organizationally, and is meant to carry out scientific and rational studies for policy recommendations to countries in the region (South and Central Asia), international community and development organizations. The geographical focus for research will initially remain to be FATA, Khyber Pakhtunkhwa, Northern Baluchistan in Pakistan, and South and Eastern Afghanistan because of convenience and easy accessibility. |
AIRRA shall focus thematically to understand and recommend for human security, social development, regional cooperation and an environment free of extremism and terrorism that would probably usher in an era of pluralism, equal economic and political opportunities, rule of law, and individual and collective empowerment for the people of South and Central Asia within their state institutional frameworks in consonance with nature. |

Objectives |
- AIRRA shall publish books, monographs, papers and policy based research reports on the region. This may lead to the construction of an indigenous discourse which AIRRA will strive to integrate with the discourses on national, regional and international levels.
- AIRRA shall promote a pluralist, tolerant and empowering environment through arranging orientation sessions for budding researchers, activists, media persons and parliamentarians.
- AIRRA shall push forward for the inclusion of policy recommendations emerged as a result of scientific research studies through conferences, seminars, vigils and peaceful demonstrations. For this purpose, AIRRA shall make every effort to network and collaborate with organizations working on or in the region.
- AIRRA shall organize workshops, seminars and training sessions for the development of research skills for those who have the potential to be sound researchers.

| Action Plan |
- AIRRA shall initiate and participate in cultural activities such as seminars on Sufi poets, folk music concerts, mushairas (traditional poetry recital sessions), book launching ceremonies, documentaries on the people of the region, etc.
- AIRRA shall arrange references for poets, authors and social activists.
- AIRRA shall organize activities for students and the youth for the development of democratic values, inculcation of critical thinking and for the youth’s participation in social development and regional cooperation.
- AIRRA shall develop proposals for technical and vocational skills development in FATA and Khyber Pakhtunkhwa.

| 1. Dr. Fazal Rahim Marwat |
| With a PhD in Central Asian Studies, Dr. Marwat has been an active investigator the history, culture and literature of the Pashtuns for the last 20 years. He is presently a professor at the Pakistan Study Centre, University of Peshawar, Khyber Pakhtunkhwa, Pakistan, but currently deputed as Chairman Text Book Board, Khyber Pakhtunkhwa. He has several books and more than a dozen research papers besides participation in several international conferences to his credit. Some of his referenced works include: |

| 2. Dr. Syed Wiqar Ali Shah |
| With a Post Doctorate in history, Dr. W. Shah works as a professor and Chairperson, Department of History, Qauid-i-Azam University, Islamabad, Pakistan. He has been an Alexander von Humboldt Fellow at the University of Heidelberg, Germany since 1999. Dr. W. Shah has been on the Board of Governors of a number of academic, research and educational organizations working in the region. He has been an acknowledged authority on the social and political movements in the Pashtun belt. He has some 30 research papers besides the following books to his credit: |

| 3. Dr. Syed Minhaj-ul-Hasan |
| Dr. Syed Minhaj ul Hassan is Professor of History at the Department of History, University of Peshawar, Peshawar, Pakistan. He is also currently holding the responsibility of Chairmanship of the same department. Dr. Minhaj has a long experience in teaching, research and administrative fields. He has contributed number of articles to HEC recognized journals besides contributing chapters to many edited books. His focus of research is Pakhtoons' History, culture and politics and Pakistan's History since 1947, both internal developments and foreign policy. Dr. Minhaj has also participated and presented papers in many national and international conferences at home and abroad. Following are few of his published articles: |

| 4. Khadim Hussain |
| With a PhD in Sociolinguistics, Khadim Hussain presently works as Professor for Linguistics and Communication at Bahria University Islamabad, Pakistan. He has some 13 international research publications on human security, culture, linguistics, extremism and terrorism and regional cooperation to his credit besides participation in more than 12 international conferences over the last 15 years. He has been a co-researchers for Khyber Pakhtunkhwa in the project titled ‘Mode and Scale of Conflict in Iran, Turkey and Pakistan’ by School of Higher Studies in Social Sciences based in Paris besides working as a resource person for the workshops organised by Faculty Research Development Programme launched by the Higher Education Commission of Pakistan. Khadim Hussain has been regularly writing on the editorial pages of the daily Dawn, Pakistan, on the issues of militancy, social development and religious extremism in FATA and Swat for the last three years. |

| 5. Farhat Taj |
| Farhat Taj is presently a Research Fellow at Centre for Interdisciplinary Gender Research, University of Oslo (PhD research is part of the fellowship (PhD to be completed in January 2010). She has done MPhil in Gender and Development from the University of Bergen, Norway. She is a well-known Newspaper Columnist (The News, Pakistan). Farhat has also directed a documentary film on Waziristan and the West (to be released in near future). |

| 6. Fazal Maula |
| Fazal Maula presently works as Regional manager Pakistan Oil and Seed Development Board, Peshawar. He has remained a Field Officer (1982 – 90) in Ghee Corporation Pakistan (GCP) Ministry of Industries and production, Government of Pakistan. He has also worked as Project Officer/ Liaison Officer (GCP) Islamabad (1990-95). Fazal Maula remained a Subject Matter Specialist/ Technical Staff Officer to Managing Director/ Regional Manager in Pakistan Oilseed Development Board (PODB). He has been in the Ministry of Food, Agriculture and Livestock Government of Pakistan (1995-2006). He has also remained a Technical Manager Eco Conservation Initiatives (ECI) May- September 2007 during long leave period from PODB. Fazal Maula has been writing in the national press on food security, social development and agricultural development for the last several years regularly. |

| 7. Zeb Jan |
| With a PhD in Human Resource Development, Zeb Jan presently works as Director for Business Development in a business organization. She has worked in Ockenden International as Consultant from 1999 to 2001 and later worked as Coordinator Education Programme in Education Cell Afghan Commissionerate UNHCR from 2001 to 2006. She has also been teaching at the Army Public Management Science College, Rawalpindi, for the last five years. Some of her accomplishments over all these years of work are: |
- Arranged and coordinated yearly training programs for Pakistan, Afghanistan, Cambodia and Iran
- Facilitation of programme planning and implementation
- Strategic planning for Asia regional Programme (including Afghanistan, Pakistan, Cambodia and Iran field offices)
- Assisted in coordination and facilitation of the country programmes (Afghanistan, Pakistan, Iran and Cambodia programmes)
- Facilitated Pakistan office in re-organizing its development programmes and designing new programmes
- Supervised Assessment Survey for Pakistan programme at Hangu
- Facilitated Gender Working Group of Gender Mainstreaming within Ockenden and Gender Policy making

| 8. Suleman Kakar |
| Suleman Khan Kakar is Executive Director of Institute for Democracy and Human Rights based in Quetta. He has worked with many national and international Peace, Human Rights and Development organizations in Pakistan. He represented Pakistan in 62nd Session of United Nation Human Rights Council at Geneva in 2006. He is the secretary of World Social Forum Balochistan Chapter currently working with a USAID project on Local Government. He has initiated an “interfaith dialogue on religious harmony to curb fundamentalism in Balochistan” and worked for Afghan refugees’ youth training on peace and human rights. |

| 9. Shaukat Sharar |
| A development planner by profession and having strong association with civil society movement; Shaukat Sharar is currently based in Peshawar and is coordinating the activities of Disaster Response Network. He has been engaged in different research and developmental projects and participated and presented papers and delivered lectures in different events, conferences and seminars nationally and internationally. In recognition to his contribution to create spaces for interaction among different actors in a society, he received Ashoka award. Shaukat runs a design consultancy, and apart from it, is associated with different professional, literary, social and developmental organizations in different capacities. |

| 10. Ziauddin Yousufzai |
With an M.A,B.Ed, Ziauddin Yousufzai is presently director of Khushal Public School & College, a renowned private educational institution in Swat. He got recognition as an activist as a student leader during his studies at Jahanzeb College Swat from1988 to 1990. In 1994, he founded a literary society named Hafiz Alpurai Pukhto Adabi Tolana and remained its president for four years. He has organized numerous Mushairas, books inauguration ceremonies and other literary programmes. He was elected as president of Private Schools Management Association (PSMA) Swat 2004 to 2006.He used this plate form to promote the grand cause of education. He is also the president of Global Peace Council, an N G O working for the peace and prosperity of the people. Moreover, he is an active member of Swat Qaumi Aman Jarga. Apart from writing critical appreciation on various books, he has three literary works to his credit.

| Broad Organizational Structure |
- Head Quarters of the organization shall be in Islamabad with coordinating offices in Pesh, Quetta, Swat, Jalal abad and Kabul.....etc.
- Bank account to be operated by Central Focal Person (Chairman) and coordinator (General Secretary).
- Election of office bearer shall be held after 3 years regularly.
- The Executive Council can declare any person as honourary member, irrespective of qualification, keeping in view his/her contribution to the extent of financial contribution or in any other activity, but he will not be eligible to vote.
- Regular audit of accounts will be conducted on yearly basis by authorized accountants.

| Membership: |
| The minimum academic qualification for membership is graduation in a particular field. The prospective member must have zeal to understand and work for the people of the region irrespective of colour, gender, race, religion and ethnicity. He/She has to be recommended by another member of AIRRA. A member will be invited for quarterly General Council meetings, will be offered publications by AIRRA free of cost and will be considered for research projects on priority basis. |

| General Council: |
| Every qualified person who becomes a member of AIRRA will automatically become a member of its General Council. The General Council shall ratify or otherwise policies proposed by the Executive Council. |

| Executive Council: |
| The Executive Council consists of the founding members of AIRRA. The EC is responsible for both policy formation and policy implementation of AIRRA. |

| Research Fellows: |
| A group of young researchers and activists are regularly selected by the Executive Council of AIRRA for particular research projects and assignments (See http://www.airra.org/meeting/researchfellow.htm). All the research fellows work on volunteer basis at present. |
